[Error handling] - Configure sentry for reporting errors and logging associated data

Description

  • Configure sentry for reporting errors and logging associated data
  • Latest Sentry SDK(4.8.1) has been used
  • In the next MR, update Raven JS script with latest JavaScript SDK
  • Sentry config tested locally, works fine

For production

  • Update constants IRIS_CDN and API_KEYS in iris_setting.rb
